The Immigration Department and the Travel Industry Authority carried out a joint anti‑illegal worker operation on October 5 and 6, arresting a 22‑year‑old man and a 43‑year‑old woman from the Mainland while they were providing tourist guide and photo‑taking services in Hong Kong.

One of the arrested individuals pleaded guilty at the Sha Tin Magistrates' Courts on October 7 and was sentenced to 54 days in prison, and the authorities distributed leaflets at tourist hotspots urging the public not to employ illegal tour escorts or guides.
