The Russian Foreign Ministry stated that flights to Cuba can only resume if Cuban airports provide Jet A-1 fuel, with Transport Minister Andrei Nikitin adding that normalising aviation kerosene supply is required.

Rossiya and Nordwind stopped regular services in February after Cuba could not supply the fuel, and Aeroflot suspended its connections on 24 February; between 13 and 22 February the two airlines operated nine special repatriation flights from four Cuban airports, returning nearly 4,300 stranded Russian tourists to Moscow.
