Montenegro detains and expels Russian Rybar network leaders

Montenegro's police and security services detained Russian citizens identified as leaders of the Rybar political‑hybrid network and expelled them for national and internal security reasons.

Authorities seized a drone, a camera and mobile phones from the detainees during an operation conducted with support from international partners, and Prime Minister Milojko Spajić confirmed the arrests while the Russian embassy asked for an explanation and consular access.

The Russian embassy has requested clarification of the detentions and consular access for the expelled individuals.
