The Civil Aviation Authority of the Philippines said the unsolicited proposal to take over Davao, Bicol and Siargao airports was ruled incomplete by the PPP Center, and the Philippine Regional Airports Consortium must turn in missing documents for the P21.64‑billion upgrade plan.
