The Nepalese government will split the Civil Aviation Authority of Nepal (CAAN) into two independent authorities, one to monitor flight safety and regulation and the other to manage airports, infrastructure and aviation services, according to Minister Khadak Raj Paudel.

The split is intended to resolve an inherent conflict of interest and strengthen the credibility and effectiveness of safety oversight, and the new airport‑service authority, the Nepal Air Service Authority (NASA), will take over CAAN's role as service provider after the bills are passed, though the new structures may take months to become operational.
