Expert Zotov detailed the obligations of airlines and rights of passengers during flight delays, including refreshments, refunds, compensation, communication and facilities for children.

Refreshments and meals

After two hours of waiting a passenger must receive cold drinks, and after more than four hours the airline must provide hot food. During long delays food is supplied every six hours in the day and every eight hours at night.

Refunds and compensation

A passenger can refuse the flight and obtain a full refund after 30 minutes of waiting. If the delay is caused by the airline, a fine of 100 rubles per hour applies, up to 50 % of the ticket price. No monetary compensation is paid for delays caused by reasons beyond the airline.

Communication and facilities

For delays over two hours the airline must provide two free telephone calls or two messages. Passengers with children under seven must be given access to a mother‑and‑child room.
