UK Prime Minister Andy Burnham says Britain open to Germany joining GCAP

On 8 October 2026, UK Prime Minister Andy Burnham told a joint press conference with German Chancellor Friedrich Merz in Berlin that the United Kingdom is open to Germany joining the Global Combat Air Programme (GCAP).
A German official said no decision had been made and Berlin was still reviewing its options regarding GCAP membership; the programme aims to build a sixth‑generation stealth fighter known as Tempest with entry into service targeted for 2035, and its industrial side is led by BAE Systems, Leonardo and Mitsubishi Heavy Industries. Canada joined GCAP as its first observer nation in July, Saudi Arabia has been named as another possible member, and Germany could share costs but may risk delays if it pushes for a large design role and workshare.
