NZ Labour proposes mandatory automatic refunds and greater airport access for smaller

Labour leader Chris Hipkins has announced a proposal that would require large airlines to provide automatic refunds when flights are cancelled or significantly changed, and to compensate passengers for significantly delayed checked bags or undelivered paid services, while also mandating real‑time fare displays and public reporting of delays, cancellations and baggage performance.
The policy would also give smaller airlines increased access to airport infrastructure, allow airports to raise capital and borrow at lower cost, and subject airlines to heightened scrutiny by the Commerce Commission over fares, costs and profits.
Why it matters
The measures could improve airport financing options and open airport facilities to more competitors, potentially reshaping airline competition and revenue models.
