Sen. Eric Schmitt introduces Modern Skies Act to fund ATC modernization phase two

Sen. Eric Schmitt introduced the Modern Skies Act on September 28, proposing $30 billion to fund the second phase of air traffic control modernization, matching Transportation Secretary Sean Duffy’s funding request. The legislation would allocate $10 billion each for the second phase of the ATC upgrade. The bill also gives the FAA authority to reallocate funds from the original $12.5 billion down payment to purchase new equipment.1

The first phase of the modernization program is reported to be on schedule and under budget, with the entire effort expected to be completed by the end of 2028. The funding provisions aim to sustain progress at facilities such as Ronald Reagan Washington National Airport and other sites, including Arthur’s Town Airport, as the FAA implements the new technology.1
